As regards the Agencies of the United Nations, the framework agreement EC/UN, signed on 29 April 2003 by Deputy Secretary General Fréchette and Commissioner Nielson, fixes the general legal framework for the relations between the Commission and these organisations in the domain of humanitarian aid.

The UN Agencies concerned by this Financial and Administrative Framework Agreement - known as FAFA - are indicated in the Preamble of the FAFA itself (first page). Please note that the FAO is also a signatory of the Agreement.

The FAFA:

  • applies to all contribution-specific agreements between the Commission and the UN Agencies signed after 29 April 2003;
  • replaces the 9 August 1999 “Agreement between the United Nations and the European Community on the principles applying to the financing or co-financing by the Community of programmes and projects administered by the United Nations”.

With respect to the FAFA, the only necessary adaptations for the implementation of humanitarian aid actions concern the specific Contribution Agreement and the 2013 General Conditions
