Multi-donor is a partial financing by DG ECHO of an action or programme implemented by IOs or UN Agencies.
In this case:
All components of the action must be eligible for DG ECHO funding, following three criteria:
Time: the action must comply with the timing of the financing decision.
Activities: all components of the action must be eligible (operational and financial), i.e. in line with Humanitarian Aid Regulation and financing decision.
Geographical dimension: the area (area, country, region) covered by the action must be covered by the financing decision.
DG ECHO requires sufficiently detailed indicators and reporting on the results which are of major interest to DG ECHO. On the other results, standard reporting is requested.
DG ECHO's contribution is unconditional of other donors’ pledges being kept but conditional to achievement of results.
DG ECHO's contribution is expressed as an absolute amount.
Equal treatment of donors has to be ensured.
