AGREEMENTS
DIRECT MANAGEMENT
If the MSSA works with DG ECHO under direct management, please refer to the Humanitarian Aid Model Grant Agreement (MGA).
INDIRECT MANAGEMENT
If the MSSA works with DG ECHO under indirect management, please refer to the Humanitarian Aid Contribution Agreement (HACA).
Some MSSAs, who are Partners to DG ECHO and entitled to work with the European Commission under indirect management, are signatory of a Financial Framework Partnership Agreement (FFPA) with the European Commission.
The FFPA was signed in 2019. Its provisions take precedence over the specific contribution agreements signed between the European Commission and the Organisation. All signatory parties are listed in the Annex to the FFPA.
Not being a signatory of the FFPA does not preclude DG ECHO’s pillar assessed MSSA Partners from signing a HACA with DG ECHO.
