WORKING WITH DG ECHO AS AN INTERNATIONAL ORGANISATION

This section is dedicated to the rules and procedures regulating the partnership between DG ECHO and International Organisations (IOs).
 
The Commission does not intervene directly on the ground, the humanitarian programmes are implemented through organisations that share with the DG ECHO common general objectives.
In accordance with Article 8 of the Council Regulation (EC) No 1257/96 of 20 June 1996 concerning humanitarian aid ('Humanitarian Aid Regulation' or HAR), DG ECHO may finance humanitarian operations by international agencies and organizations.
 
As defined in Article 156 of the Financial Regulation, IOs are international public-sector organisations set up by intergovernmental agreements and specialised agencies set up by such organization; the International Committee of the Red Cross and the International Federation of National Red Cross and Red Crescent Societies are assimilated to IOs.
