The recording of the webinar "Implementation of DG ECHO Localisation Guidance and the Grand Bargain Localisation Funding meeting: new changes to the eSingle Form" held on 12th December is available at this linkIn line with the Grand Bargain, the Commission committed to provide stronger support to local actors and responders to humanitarian emergencies and, to this end, in March 2023 published a “Guidance on the Promotion of Equal Partnerships with Local Responders’.   In order to operationalise DG ECHO’s commitments on localisation, a number of small changes have been made to the eSingle Form. This webinar offers a step-by-step guidance and overview of these changes.   The policy on localisation is available at this  link.

The file "NEW DG ECHO voluntary environmental indicators" has been published. It aims to facilitate the integration of the minimum environmental requirements in project proposals.

 

Due to difficulties in integrating the Key Results Indicators (KRIs) into the current architecture of the Single Form, these will be published under Reference Documents sections on the DG ECHO Partners’ website as an interim measure. 

It is therefore suggested that, for the moment, partners integrate these indicators using the ‘Custom’ function in the Single Form. Please also note that an environmental Key Results Indicator cannot be the only indicator chosen for a specific result

They will also be translated into French as soon as possible and shared.

On 10 October 2023, DG ECHO presented the outcome of the rollout phase of the Programmatic Partnership model in 2023 and the updated guidance for the 2024 HIP exercise. This was followed by a Q&A session.

The document with the Q&A from this year's information session and of Q&A published in October 2022 and still relevant for the 2024 exercise has just been published on the Reference document page. Have a look.

We would like to inform DG ECHO certified NGO partners that on the 1st of December the administrative part of the 2023 periodic assessment for ‘Partnership 2021’ will be launched in APPEL. This exercise will close on the 31st of December 2023.

A slightly modified version of the Single Form, as well as of its Guidelines, will be published on the first week of December.

 

The changes concern in particular chapter 10.6 of the Single Form and they are related to Localisation.

 

Partners are invited to use this new version when drafting proposals for the 2024 HIPS contracting cycle. Any draft proposal using the older version of the Single Form will have to be redrafted into the new version. It will not be technically possible to transform any draft Single Form using the old version into a new Single Form draft.

The Financial Action Task Force has released amendments to Recommendation 8 and updates to the Best Practices Paper on Combating the Abuse of Non-Profit Organisations for Terrorism Financing.  

 

The recently introduced amendments clarify that focused, proportionate, and risk-based measures are at the core of an effective approach in identifying, preventing, and combatting Terrorism Financing abuse of NPOs.

A virtual presentation, including a Q&A session, is planned on 10 October at 11:00 a.m. A Webex link has been sent to respective partners. The recording and PowerPoint of this session will be accessible from this website once concluded.

The Financial Action Task Force (FATF) has launched a public consultation on draft amendments to Recommendation 8 and an updated Best Practices Paper on Combating the Abuse of Non-Profit Organisations for Terrorism Financing. Deadline for comments: 18 August 2023 (18:00 CET).
