FAQ 32 - We have spent more than the foreseen Action budget. How can we report this situation in APPEL?

FINAL REPORT

In principle, partners should report on the total expenditure.
At final report stage, in practice, partners shall update the section 13 of the Single Form with all actual costs. In order to validate the section please be sure that the “total costs” in section 13.1 and the “total funding” in section 13.3 are the same amounts. In case of overspending, the exceeding amount shall be charged to the Applicant or to the other donor.

FAQ 170 - According to Article 30.1 “The granting authority may — at any moment — suspend payments, in whole or in part for one”, would the suspension be limited to the beneficiary concerned or impact the other co-beneficiaries as well?

What happens if the payment suspension concerns the coordinator?

The article continues: ‘for one or more beneficiaries, if [...].’ ‘If payments are suspended for one or more beneficiaries, the granting authority will make partial payment(s) for the part(s) not suspended [...].

Therefore, yes, it would be limited to the beneficiary concerned.

If the payment suspension concerns the coordinator, the share of the payment for the coordinator would be suspended. Final payment would be made after the end of the period of suspension. As an alternative, the consortium could appoint another beneficiary as coordinator in order to receive the payment.

FAQ 112 - It seems that dates are set up in the MGA Data Sheet. Does that mean that we cannot request a pre-financing payment if we spend 70% of the amount received? We have to wait for the periodic report date?

PREFINANCING

The same rule of 70% still applies, there are no fixed dates for the disbursement of further pre-financing. See article 22.3.1 MGA on additional prefinancings.
