No. The exchange rate must be based on the daily rates published in the C series of the Official Journal of the European Union, calculated over the corresponding reporting period.

 

If no daily euro exchange rate is published in the Official Journal for the currency in question, the conversion must be made using the average of the monthly accounting exchange rates published on the European Commission’s InforEuro website, calculated over the same reporting period.

 

To calculate the rate, beneficiaries may use the editable charts available on the European Central Bank (ECB) website:

How to calculate the rate on the ECB website:

  1. Go to the ECB website.
  2. Click on the chart icon [📈] for the relevant currency.
  3. Select the HTML5 version, which appears under the currency name in the top-left corner.
  4. Enter the start date of the reporting period in the ‘from’ field, and the end date in the ‘to’ field. The average for the selected period will appear above the chart.

Yes, although they are now referred to as “alternative arrangements.”

 

In Chapter 14.1 of the e-Single Form (e-SF), the Partner can request predefined alternative arrangements by selecting from a drop-down menu. These relate to:

  1. visibility and communication activities;
  2. exceptional extreme operational conditions; and
  3. prior agreement of national authorities before implementation of the Action.

 

Additionally, in Chapter 14.2 of the e-SF, the Partner has the possibility to provide request exceptional alternative arrangements using free text. This option is intended only for rare and exceptional cases. The Partner must clearly explain the circumstances — such as a crisis or country-specific issue — and justify the necessity for the specific ad hoc alternative arrangement.
