The Mission Security Clearance Tool (MSCT) manages the Mission Security Clearance Request (MSCR) process within DG ECHO. MSCR is required for personnel involved in missions to high-risk countries.

The MSCR module is part of the Field Staff Management (FSM) system, an advanced IT solution designed to streamline and optimize the management of ECHO field staff.

Previously, Security Clearance requests were managed through Microsoft Word forms and email exchanges involving Mission Performers, Regional Security Coordinators (RSCs), Security Desk Officers (SDOs) and partners.

The MSCR module introduces a single digital workflow integrated into the Field Staff Management (FSM) application, providing a secure, structured, and auditable process from mission preparation through final security approval.

Partners can be invited to contribute to a Mission Security Clearance Request (MSCR) in FSM. Once invited, partners can complete relevant mission details in the application (agenda, transportation and accommodation plans, security analysis, security risk assessment, and emergency medical plan, etc.) and submit them for review by ECHO.

To access FSM MSCR, you need a valid EU Login account, second-factor authentication set up for your EU Login account and an email invitation from ECHO. The user account is personal and consists of a single identifier, i.e. a single unique username and password per user. The invitation via email includes additional access instructions, it is also personal and should be sent to the email address which is used under the EU Login account.
