The Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) provides EU-funded humanitarian aid through partnerships with humanitarian organisations. The implementation of humanitarian actions on the ground is carried out by humanitarian partners, including humanitarian Non-Governmental Organisations (NGOs), with which DG ECHO establishes partnerships.
 
NGOs wishing to participate in the EU Humanitarian Aid Programme must first obtain an EU humanitarian partnership certificate, following an assessment of their organisational status, operational and financial capacity, management systems, and compliance with partnership principles and humanitarian standards.
 
The certification process ensures that partners meet the required standards to implement humanitarian actions effectively and responsibly. Through this partnership, DG ECHO and humanitarian organisations contribute to responding to humanitarian needs while upholding the fundamental humanitarian principles of humanity, neutrality, impartiality and independence.
